It's a funny picture, I will say that(was this before or after the Hidden Leaf incident?) but I'd recommend making the lines neater, maybe with a program like Serif's DrawPlus or Inkscape. Both are free vector programs and can be used to make smooth, accurate lines.
The shading needs work as well because it looks like you don't have much of an idea of where the light source is. Try drawing an arrow to indicate the source and direction of light.
Also, work on the anatomy and make it more consistent. The limbs look like cut-out sacks of goo. Rocko's feet look ok but they also seem bent a bit awkward.
I do like the texture used for the rope and the clouds outside the window don't look too bad either, but the rest of the picture needs lots of work. And please don't tell me that it's just 'your style' and that cartoonists don't need to worry about anatomy, because lots of cartoonists including the great Tex Avery needed to work on realism and life drawing before they started cartooning. The anatomy of cartoon characters is different from that of real life people and animals, but still it needs to be consistent so if you were to turn the character around he wouldn't look flat or misshapen.
